CrazyOne got it, pretty much right on the nose. The thing about Courtney is at first, she was kind of stuck up and prissy, but was still rootable and seemed to mean well. Throughout TDI's premerge, she was basically one of the central characters along with Duncan, Heather, Gwen, Owen, and arguably Harold. A lot of her focus was on how she was supposedly perfect yet often failed at things - failing to jump off the cliff, getting sort of owned by Sadie, failing to conquer her fear when it could have given the Bass the win. She was sort of bitchy yet not entirely and tried to keep her spirits up. Her arc and her developing relationship with Duncan culminated with Harold cheating and rigging the votes against her, but not before Duncan and Courtney finally admitted their feelings for each other. Courtney is voted out and leaves with a pretty great arc.

The problem comes with her later appearances. Total Drama Action as a whole had a lot of issues, one of which being that they took a few characters and took them in radically different directions for no real reason. No one represents this more than Courtney. She came back in TDA a bit before the merge as a result of a lawsuit with a radically improved competitive drive. To these ends, she replaces Justin as the major antagonist of the season (I'll get to that in his write-up) and becomes a mega bitch. Frankly, it really ruined Courtney as a character that she suddenly became such a huge villain. She was no longer the somewhat positive prissy chick, she was kind of an outright bitch. She was whiny, brash, and a little bit creepy with her relationship with Duncan (which is probably why he left her later on, owned).

When she returns in TDWT, she's much the same as her TDA self but more toned down and more of a background character than anything. That is, until Duncan and Gwen get caught making out by Tyler and all hell breaks lose. She kind of goes from UTR/UTRN to OTTN (which is why it was hard to decide on an Edgic rating for her in TDWT) and most of the rest of her time is spent trying to get vengeance on Gwen for what happened. She succeeds by beating Gwen in a tiebreaker, and then gets eliminated in another tie vote with Blainely when Chris decides that he just hates them both and tells them to GTFO.

I think a lot of Courtney's popularity comes from TDI, and I get that. But her TDA and TDWT selves were just so vile that it's hard to appreciate her as a character after that. So in the end, I have to put her at the bottom of the characters that I like, since she turned out so horrible in her two other seasons.

Honestly, I think the only reason Anne Maria gets credit over Trent & Geoff is because I ~wanted~ her to work. When the cast was announced and I heard Anne Maria was a parody of Snooki, I was so excited because she had so much potential. But really, Anne Maria's character as a whole was pretty much...nothing. She was used as a catalyst for Mike and Zoey since one of Mike's many personalities was attracted to Anne Maria, and AM returned that, causing a brief relationship-ish thing while Zoey looked on in horror since she didn't know about Mike's multiple personality disorder. Beyond that, most of Anne Maria's screentime was just her worried about her hair, or her spraytan, or both. She was pretty one-note and dull both as a character and in her relationship with Mike. The biggest pro to Anne Maria is her hilarious elimination, where she finds a "diamond" that turns out to be cubic zirconium, and, deciding that she was now rich and no longer needed the money from winning, quits. And then she realizes that her "diamond" is worthless as she's being eliminated and tries to save herself but it's too late. Owned But as a whole, Anne Maria is just a whole lot of wasted potential, and for that, I can't take her any higher.
