Kansas City, but given how much of a flop St. Louis is right now, I'd be skeptical going back to Missouri. Key Arena is such a disaster that no one would dare go there. Houston is a market that I think the NHL would rather stay away from, especially given it would be perceived as a lateral South-for-South team move. That leaves Hamilton and QC. Hamilton has an arena, but I seem to remember reading that Bettman and the league had issues with it and that Balsille would have to front millions of dollars of renovations to bring it up to standards. QC, who although the Colisee is a less than ideal interim arena and the NHL would have to deal with the Quebec government, at least has the plans and legislative bills moving forward to fund construction of a new arena. That's more than any other city in North America can say save for Portland.

Toronto itself could support anther team, but there's no way the Leafs want to share their goldmine (particularly when they know they will make money regardless of how shitty the team does on the ice).
