Well... Yes and no - depending, I think, on how temporally messy & confusing you want to get. (One idea is whether the TW timeline is perhaps during the several years of memories that the Time Agents stole from Jack. (Except, of course, that Jack says he's waiting for 'a certain kind of doctor' to tell him why he can't die...) Another thought is that after Jack was left on the space station after 'The Parting of the Ways' he somehow managed to hitchhike his way back, both spacially and temporally, to Earth in the present day.)

The only thing that carries over into this series is that Queen Victoria created Torchwood after learning about the Doctor. There seems to be no connection to the Doctor Who franchise other than references to what happened with the Cybermen and the destruction of the London Office.

But then there's that hand in the jar that Jack is so fond of... And then there's the mention of the Time Agent's vortex manipulator in the recent DW episode, 'Human Nature'... (They (Time Agents) had never cropped up before Jack showed up in DW-Season 1.)

In any event, all (or a good bit) will be revealed in the last - what? - three episodes of this season's Doctor Who..
