I'd be very surprised if anyone other than those 30 are in the cast.

As with the first All Stars, I expect that they will start with more than 3 tribes so it is possible that the cast size could be > 20, eg. 21 (3 tribes of 7) or even 24 (3 tribes of 8 or 4 tribes of 6). A cast size of 24 would be a real long shot though.
