It's one thing if you're speaking with one and then it stalls out on you, I could see how that might confuse the speaker for a few seconds. But it's not like he can't talk off the cuff, or else his debates with Mac woulda been an embarrassment. Actually, didn't the left once mock Reagan for this sort of thing, despite his being the great communicator? That he needed a teleprompter to be effective? (I was four when he took office, so I have no idea myself)
