I'm guessing the Watcher must be some organization that has learned to trespass the realities. His appearance may be a reflection of the constant traveling between, much in the same way (although much more dramatically) as David's burned appearance. In that episode with the feral empath kid there was reference (I forget by whom) to "finding another one"... is it possible that the Observer(s) are adult versions of these kids? Kid was already bald, so doesn't need to be flicking between realities to lose hair and potentially the empathy thing is how the Observers are always able to be at the right place at the right time.

"WELL BOYS AND GIRLS THEY DONE DID YER BOY WRONG! THEY FIRED ME OFF OF FRINGE, AND IVE NEVER BEEN FIRED IN MY LIFE!!!!" he wrote. The news was first reported by the blog ohnotheydidn't. Acevedo played Agent Charlie Francis on the show, which just aired its season finale.

But it seems like it was for budget reasons and the show moving to Canada and all. Guess we won't find out why he got that scar in the alternate world.

Almost every show is going through budget cuts in order to get renewed so no surprise that they had to let him go.
