Ideally it would allow for multiple family members to be able to upload, but no one could delete anything other than what they have posted. And of course it would have to be private except for permitted viewers. I don't need a lot of bells and whistles and I don't mind paying a fee. Anybody have any experience with this?

Not sure if everyone uses the picasa interface, I've never tried it though. Email upload You can now forward photos to your online albums using email. Perfect for use on your mobile device, you can even collaborate with friends by submitting photos to one album with the same email address.

They offer SHARE Sites. they are free, and you can invite anyone you want to join your site. You can also password protect the site and choose the settings (who can add or delete content)
