In San Francisco, instead of just bulldozing everything, they carefully loaded debris into big trucks and hauled it somewhere, some huge warehouse where
thousands of volunteers carefully sifted through everything, and cataloged it. Pictures, a vase, photos, a family Bible, clothes, everything, and then the
victims of the quake were able to identify and have little things returned to them. It meant a lot to everyone.
I know it's different with water damage, but I get the feeling that they want everyone out of there so they can start bulldozing. I would imagine some of those yacht owners, (just one example) would like to salvage what they can, while the officials just want that stuff out of the way so they can start restoring essentials.
There is going to be a lot of anger in a few weeks.
BTW, we didn't see FEMA at epicenter for about a week, no guard, nada. Citizens just pitched in and organized stuff on our own. They had their hands full up north, but still. I remember thinking, "gosh, has anyone thought to look at us down here, ya know, where it happened?"
