Anbar province was were they first tested this strategy (arming insurgents). It was the testing ground and it worked.

As soon as the Iraqis saw that we were committed to them, and that we weren't pulling out they started to work with us. The surge has been an unqualified
success. Saying anything else is ignorant. And had we followed Obama's "plan" we would have left Iraq a complete and total mess.
That would have earned us the world's respect. |

The idea of arming insurgents/nationalists was suggested by the Iraqi government in july 2006. It began in Anbar. Here's the Anbar group you are refering
too, the Anbar Salvation Council.

In return the sheiks volunteered hundreds of tribesmen for duty as police officers and agreed to allow the construction of joint American-Iraqi police and military outposts throughout their tribal territories. |

Recap of many of McCain's recent, more substantive gaffes
What's brilliant I think of conservatives is, having embraced a bumbling, misspeaking fool for eight years while demonizing education as 'elitist' and 'snobbery', such common McCain errors can be dismissed, although they are far more frequent than Obama's and do show a legitimate sign of McCain's age. Imagine any of these factual errors occuring during times of diplomacy or critical times of international strife. Sure beats Obama's propensity for 'you know's and 'uh's.

Washington Post reports nobody is supporting Obama's Iraq time table:
THE INITIAL MEDIA coverage of Barack Obama's visit to Iraq suggested that the Democratic candidate found agreement with his plan to withdraw all U.S. combat forces on a 16-month timetable. So it seems worthwhile to point out that, by Mr. Obama's own account, neither U.S. commanders nor Iraq's principal political leaders actually support his strategy.
