They're trying to be villains, but they've not particularly done anything villain-esque in order for me to be able to call them villains. They're pretty much the middle of the road team right now, in that they're doing alright without doing anything noteworthy. Ax: <Why are we villains?> Tobias: <I dunno. Editing.
