What happens if two teams (the Rams and Miami) finish 0-16? Who gets the #1 draft pick. Do they go to the previous year and see who had the worse record?

^Hey, Quaff...had to wiki an answer for you. The first tie breaker for two 0-16 teams (or any two last place teams with the same record) would be strength
of schedule the previous year.
