The info that was given to me by my source is at least a few weeks old and the whole gameplan could easily change by the time filming starts given smokeitgood's info that SEG and CBS are not seeing eye to eye on what S16 is going to be. In fact, I stopped asking for info since it seemed that things were still in a state of flux at the time. If it really is a HALF ASS season of a tribe of 8 All Stars vs a tribe of 8 first timers, then there is a rationale for the 12 down to 8 reduction. With only 8 All Star spots, production would have to make some difficult choices in who to cut which certainly wouldn't please everyone. With something like, 3 balanced tribes of 4 competing for 8 spots, at least most of the fan favorites have a fair chance.
If it is true that Cirie is not on, then she would have definitely declined the offer. There is no way in hell that she would not be asked. She is the only non-winner that hosted the TV Guide preview special for the following season. She was even picked over Aras who is the typical eye candy winner that TV Guide usually selects to host the special.
