Jack's sole purpose is rescue, whereas Locke has shown that he doesn't want that at all.

Two possibilities immediately come to mind:

1) Jacob was another Other sent to replace Ethan after his exposure. Either he blended in with the camp as Ethan did or he watched them, surreptitiously, from the high high trees.

2) he was somebody from before the crash, making things exponentially more complicated.
