I saw two of these trees last summer along hwy 26 in Oregon, between John Day and Mitchell, near the John Day Fossil Beds. I don't think that's a hotbed of gang activity. that's the only place i've ever seen them.

When I was in LA I saw shoes strung over traffic lights and power cables. Someone at my hostel told me that it was realted to gangs and everytime someone was killed they would take their shoes and hang them up to let others know.
