I don't know if we know for certain. But all of the facts of the week were leading up to it happening.

A) Nicole in the police task, talking to the producers.
B) Luke/Lisa pick the wrong one. HUGE potential drama.

I still think Maysoon was such a non-entity once they found out Nicole was willing to go into the house they would have put her in regardless of whether Maysoon stayed, walked or even existed.

I don't think the whole Nicole situation would've happened had Maysoon not walked. It was definitely a last minute concoction as Maysoon had left, and Nicole was at the studios doing a challenge. I think they just used the situation at the time as a new way to introduce a new housemate to the other housemates. I don't think it was intended for her to go in until Maysoon walked.

Sandy was a great character. He received some negative opinions because he ended up being pretty anti-Big Brother, but he was an absolutely fabulous person to watch go nutso in that house.
